Non-immigrant O Visa, preferred embassy / consulate?

Can somebody please suggest which Royal Thai Embassy would be the best / fastest for processing a non-immigrant O (working) Visa, that is geographically CLOSE to Thailand?

I'm thinking either Vientiane (Laos), or Penang (Malaysia), but of course either case would require a stay of at least 2-3 days, so I'd also need to consider the cost of that stay, plus any local areas of touristic interest.

I suppose that Laos would be cheapest (take bus / train from BKK to Udon /Nong Khai area, and then cross boder by bus as needed), but I have no experience with that particular embassy (or country!), so anyone who has used that embassy please advise as to your experience there. Have already been to Cambodia, so would prefer something new--assuming the service in Vientiane is similar to Phnom Phen Thai embassy (which was quite efficient, in my experience).

Singapore is one of the easiest I have found for getting Visas, more expensive for accommodation and living costs but its rare that it takes more than a day to get it processed. As you are American (Non-national of teh country you will be applying in) you will only get 90 days on the Visa and not a full 12 months which you get if applying in your home counrty - that's what I have been told everytime I have applied in the past in Signapore and confirmed when applying in Australia.

If you want to work in Thailand then Non-Imm. B with a Work Permit, Non-Imm. O does not allow you to work in Thailand, you can use it with your application for a Work Permit but its best to keep it all in-line with the employers documentation.
