I own a Condo but the the Electric meter has not been changed over to the Governmant meter. I do hold the Blue book and Chanote but I am not sure if I can demand that the Condo owner get the meter changed over ?

no, if you hold the charnote to the condo you have a the right to get electric at government rates, with my condo the management office processed it for me, if they are not being helpful you need to speak to the jusrstic person

is it a new building?

There's a big gap between having the right and getting it in Thailand , specially if you're a farang .

Right, in my building you can use the projects meters at 10 baht / per - or get your own gov. meter in person (or sign a power of attorney something so that someone else can get it.

Should save a lot of money over time, no doubt.
