You get 30 days on arrival at the airport if you're American. If you want longer then you'll need to get a Visa before you leave the States. If you leave and come back you'll get 30 days each time you arrive at the airport. If you arrive by land you'll only get 15 days.

ENTRY / EXIT REQUIREMENTS FOR U.S. CITIZENS: If you are a U.S. citizen tourist staying for fewer than 30 days, you do not require a visa, but your passport must be valid for at least six months beyond the date of your entry into Thailand. You may be asked to show an onward/return ticket. If you enter Thailand by air without a visa, you are allowed to stay in Thailand for 30 days per visit. If you enter Thailand by land without a visa, you are allowed to stay in Thailand for 15 days per visit. In either case, if you have entered Thailand without a visa, you cannot remain in Thailand for more than 90 days during any six-month period, counting from the date of first entry.

You can extend the 30 day exemption (which is NOT a visa) in Pattaya for a fee. A fee less than THB$3000 and no jail time. Recommended.
When you FLY (not drive/bus/train) in you get a new 30 day exemption (not a visa).
Siam Legal either didn't give you good advice or you were not clear in the details.

The main question was would I need a visa just to enter Thailand because of not having booked the mid trip exit flight yet and my return flight leaving 36 days later.

If there's real concern, just go to your local Thai consulate and request a 60 day visa.

Also, the 90 days in 6 month policy has been scarped. There is no time times at the moment.

The 30 days visa exemption allows each visitor (within the visa exemption scheme)to stay in Thailand without any need of getting a visa. Your whole holiday lasts for 36 days and you plan to stay in Philippines for 1 week, so it means that the maximum period of staying in Thailand is in any event less than 30 days. As far as the airline is concerned, there shall be no problem whatsoever if you have the return ticket. As far as the Thai immigration is concerned, they don't even bother to ask you why you didn't get a tourist visa for a 36 days' visit. Even if they ask you, you can simply answer him/her that you are going to visit Philippines for a week during this 36 days' visit.
It's not a difficult issue at all. I really don't see the necessity of getting advice from that company or mentioning about that.
